When I have made changes to the country rules or other options, I am unable to apply them as the Apply button is greyed out. Why is this?
This could be because you are trying to make changes to the rules at the start of or during a game, which is not possible.
To make any changes to the rules first exit the game you are playing, then go into Options and select your new settings. You will find that the Apply button will now be available. Note that this won't affect the rules of any games you have saved, as the rule set is stored with the game.
